David Quentin was born in West Beach to middle class parents in the same neighborhood as Hicks. The two became properly associated in 4th grade, where they become best friends all the way through high school.
After hearing about Hicks's plans to join the Main Chat Patrol, Quentin decided to join the MCHiPs, and got into the MCHiPs academy at age 18.
In the MCHiPs
Quentin proved to be somewhat successful in his career and rose to the rank of Sergeant fairly quickly. However, after his promotion, rumors started circulating that Quentin was a racist and would always pull black or Hispanic people over more than Caucasian people, regardless of suspicion.
After Hicks's death, Quentin became depressed, but tried to distract himself in his work. He was then given a partner, Eddie West, who was black. Quentin then started to hate working, and often was aggressive towards West for seemingly no reason other than skin color.
A few weeks after being assigned to West, while on duty, Quentin pulled into an empty industrial parking lot. He told West to get out because he said he thought he heard a noise in the engine when the accelerator was pushed down hard enough, and said he wanted him to rev the car's engine to test it.
Before West got into the driver's seat, Quentin took out a nightstick from the rear seat and started beating West to the floor. Leaving him for dead, Quentin fled the scene.
West was soon found by a security guard who was patrolling the parking lot. West was rushed to the hospital. He his left arm and right hand had been broken, and he had a concussion. West made a full recovery, and decided to quit the MCHiPs and join the MCP instead.
Harper visited West in the hospital, where he told him who gave him his serious injuries. Harper called Quentin's MCHiPs station and told them not to let Quentin go on patrol at all costs.
Harper arrived and forced Quentin into an interrogation room. There, he took out his Desert Eagle and pointed it at Quentin's head, asking why he nearly killed his partner. Quentin tried to explain himself, but Harper decided to kill him. He fired one .44 caliber bullet into his head, killing him instantly.
